'By the Lords of Committee of Privy Council of Trade
Certificate of Competency as first class engineer to William Henry Puxley
Whereas it has been reported to us that you have been found duly qualified to fulfil the duties of first class engineer in the merchant service, we do here by, in pursuance of the Merchant Shipping Act 1894, grant you the certificate of competency.
By the Order of the Board of Trade this 12th day of August 1904.'
