'By the Lords of Committee of Privy Council of Trade
Certificate of competency as master of a foreign-going ship to Reginald Lloyd
Whereas it has been reported to us that you have been found duly qualified to fulfil the duties of master of a foreign-going ship in the merchant service, we do here by, in pursuance of the Merchant Shipping Act 1894, grant you the certificate of competency .
By the Order of the Board of Trade this 17th day of April 1903'
