James Hoey was born in Duleek, County Meath, Ireland in 1892, the son of John and Rose Hoey. By 1915 his parents were deceased, and he resided with his aged grandmother and a sister at 4 Mary Street, Dundalk, County Louth.
He was employed as a trimmer in the Engineering Department on board the Lusitania and he was not amongst the survivors after the sinking. He was aged 23 years.
His body was never found and identified afterwards, so he is commemorated on the Mercantile Marine Memorial at Tower Hill, London.
