There is a note on the inventory card that states this pecha came from Lhasa, although Bell could not have collected it from Lhasa himself, as he did not get the opportunity to visit Lhasa until 1920. Bell also notes that, 'This contains an abridgment of the thirteen codes of law made since the establishment of the government of the Ga-den Po-trang (Lhasa Govt) and a list of fines that can be inflicted'.
Bell has initialled the front folio and dated it, '11/9/09'. 'C3' is struckthrough on the front folio.
