Paragon China made the cup and saucer to celebrate the young Princess Elizabeth. The printed portrait is by Marcus Adams, who took the first official photos of the future Queen Elizabeth II.  Then as now, there was a huge amount of interest in a royal baby.  Commemorative ceramics like this were really popular.
