This is one of a group of drawings by British artist and book illustrator Edward Francis Burney, depicting scenes from Greek and Roman history and mythology. This scene depicts the Christian baptism of Eudocia (about 400 - 460), formerly called Athenaïs, an East Roman empress who spent much of her early life in Athens where she was exposed to classical culture and paganism. She was baptised Christian when she married Theodosius II, a Roman emperor in the east.
