Frederick Smith was the City Librarian of Liverpool from 1933 to 1952. This portrait was commissioned by the Libraries, Museums and Arts Committee in 1951 to mark his retirement. Reed was art master at the Liverpool Institute from 1948 and he regularly painted official portraits.
