Anthony Ashley-Cooper, 7th Earl of Shaftesbury (1801 - 1885), was a philanthropist and social reformer, and a Member of Parliament for Woodstock, 1826.  As Lord Ashley he took up the cause of child workers and instigated the Factory Acts.  This charcoal drawing is a study for the painting of 1862 in the National Portrait Gallery.
