These heads are all copied from a drawing attributed to Agostino Carracci. It is for the frieze around the frescoed scenes from a cycle in the Palazzo Magnani-Salem (now the Credito Romagnolo) in Bologna, relating to the Founding of Rome and painted around 1589-1590. The scenes in question depict 'The sacred exile' and 'The Triumph of Romulus'.
