Mr Haldane's Army Bill

This drawing is presumably an illustration for a newspaper. It shows Mr Robert Durning Holt (1832 - 1908), Liverpool shipowner, cottonbroker and Lord Mayor of Liverpool (1892 - 1893) taking his seat in Parliament, and Sir Charles Dilke (1843 - 1911) presenting a bill in favour of the Suffragettes. In the centre Mr Richard Haldane (1856 - 1928) addresses Parliament with the second reading of the Army Bill.
