Brown was the son of the painter Edwin Brown (1845 - 1936) and educated at the Liverpool College. He trained at the Liverpool School of Art, under landscape painter and printmaker John Finnie (1829 - 1907). He was a member of the Liverpool Academy, and treasurer and Vice President of the Royal Cambrian Academy, leaving because of ill health in 1960. Brown exhibited regularly at the Liverpool Autumn Exhibition held at the Walker Art Gallery. He also exhibited at the Royal Institue of Painters in Watercolours, the Society of British artists, Birmingham, and at numerous other regional galleries. He was thought to be the offical artist of the Cunard Shipping Company.
